Pamir Energy targets September wind-power commissioning in Tajikistan
Pamir Energy’s 200 kW Tokhtamysh wind project is scheduled for September, alongside additional solar capacity for remote settlements in eastern Tajikistan.

Wind and solar commissioning targets
Pamir Energy is preparing a 200 kW wind power plant in Tokhtamysh, a village in the Murghab district of Tajikistan’s Gorno-Badakhshan Autonomous Region. Commissioning is planned by Sep 9, 2026, the country’s 35th independence anniversary, according to the Energy and Water Resources Ministry. The company is implementing the project through the Rural Electrification programme with support from the Tajik government and the World Bank.
The ministry also identifies seven additional solar plants, with combined capacity of 540 kW, for commissioning ahead of the anniversary. It puts existing solar installations in remote Murghab settlements at 22 plants totalling 13 MW. Pamir Energy was established in 2002 through a public-private partnership involving the Tajik government, the Aga Khan Fund for Economic Development and the International Finance Corporation, with a 25-year concession agreement.
A programme for remote settlements
An International Development Association grant of $25.2 million was proposed in 2019 for electricity access in Gorno-Badakhshan under the Rural Electrification Project. The proposed investment covered 61 settlements with approximately 11,666 residents, the population baseline used at appraisal. Pamir Energy’s planned work combined renewable generation with distribution infrastructure and connections for households and public facilities.
The planned infrastructure included complementary elements:
- microgrids using solar, small hydropower, wind and battery storage;
- extensions of local distribution lines and transformers;
- connections and internal wiring for households, schools and health facilities.
Implementation support also covered procurement preparation, construction supervision and environmental and social requirements. The Gorno-Badakhshan component was distinct from Barqi Tojik’s planned connections in Khatlon.
Murghab’s earlier generation mix
A separate Murghab system already combined solar generation, batteries and run-of-river hydropower. Pamir Energy commissioned a pilot in 2020 with solar generation and a battery system rated at 180 kW and 180 kWh. By the 2024 solar-expansion procurement, that system had grown to 800 kWp of solar generation and 1.38 MWh of battery storage. It served Murghab township and Kanakurgan village through an isolated distribution network.

The system’s hydropower plant had two 750 kW generating units, providing up to 1,500 kW in summer, while winter operation fell to one 750 kW unit as water availability declined. An additional 300 kWp or 400 kWp of solar generation was proposed in 2024 beside the existing solar and storage facilities. Those were alternative options for evaluation, rather than two cumulative additions.
